For those who were worried the day would never come -- the T-Mobile (U.S.) HTC One S is finally getting Android 4.1.1. As confirmed in our HTC One S forums, the sizable (675-megabyte) update brings Jelly Bean, with all its bells and whistles, along with any number of bugfixes. (As of this writing, we're waiting on T-Mobile to post the full changelog.)

The update's a Wifi-only deal, so fire up the router and get downloading.

The latest entertainment app to launch for the Xbox 360 comes from The CW (the relationship has now come full circle), bringing shows like Arrow, Supernatural and The Vampire Diaries to the console. Special to this offering is that it will stream full episodes the day after they air on network TV, and will not require users to verify a cable or satellite subscription. Xbox Live Gold is required, so it's not an entirely free pass to stream away. Still, for fans of the shows it's another way to watch and this Friday's Vampire Diaries episode will feature some exclusive second screen content available via SmartGlass. Not into The CW's teen-centric offerings? Calif. educators sued over English instruction

LOS ANGELES (AP) ? About 20,000 students in California who need to learn English aren't getting adequate language instruction, according to a lawsuit against the state and education workers filed Wednesday by the American Civil Liberties Union.

Under state and federal law, schools are required to teach non-English speakers the language, but by its own records, the state isn't offering English instruction to nearly 20,000 students. The suit alleges that lack of instruction has meant some children had to be held back a grade or live with low proficiency scores because of a language barrier.

The ACLU brought the issue to the attention of the state with a letter in January, and officials say they're working to ensure compliance at the local level.

Attorney Mark Rosenbaum said in Wednesday's filing that English learners fall behind without proper language lessons, even as school districts collect federal funds for providing such education.

"These kids are not getting the differentiated learning they're supposed to be getting," Rosenbaum said.

Chief Deputy Superintendent of Public Instruction Richard Zeiger said in a statement that the state is determined to provide English learners appropriate instruction and encouraged parents to bring problems to the state's attention.

"The Department will continue to work with local agencies to ensure compliance with districts' obligations to provide services to English learners," Zeiger said.

Zeiger also noted that a recent appellate court decision found that the department was meeting its legal obligations related to on-site monitoring of English learners.

The ACLU's lawsuit describes the educational struggles of three families with Spanish-speaking children attending Compton Unified School District and a San Diego 18-year-old in the Grossmont Union High School District.

In each case, schools identified the students as English learners but were later taken out of English language classes and saw their grades drop dramatically in courses where they struggled to understand instruction, the suit alleged.

One mother had both of her children, an 8-year-old and a 10-year-old, held back a year immediately after they stopped being provided language instruction, the suit alleged.

Rosenbaum said parents often didn't know their children had been taken out of language classes, and in one case, a mother was told to bring her own translator to school meetings to get an explanation.

In response to the January letter, school officials acknowledged the problem while adding more than 98 percent of the state's 1.4 million English learners are receiving services.

The suit seeks a court order for schools to provide courses to English learners who need them, attorney's fees for filing the suit and unspecified further equitable relief the court finds appropriate.

How Will Texas Explosion Impact Chemical Security Laws?

WASHINGTON -- The fertilizer plant explosion that leveled homes and killed at least 14 people last week in West, Texas, demonstrates the need for tougher chemical security laws, some Democrats say. Whether such proposals will have any legs on Capitol Hill remains uncertain.

Industry officials are already taking exception to calls for heightened regulations, and not all Democrats are convinced such rules are necessarily the appropriate solution. Many key lawmakers are holding out for more information while the cause of the blast remains under investigation.

Proponents of stricter rules have noted that the Homeland Security Department was not regulating the West Fertilizer site under its Chemical Facility Antiterrorism Standards program even though the facility held sufficient quantities of dangerous chemicals to trigger coverage.

A risk management plan filed with the Environmental Protection Agency says the facility possessed up to 54,000 pounds of toxic anhydrous ammonia -- more than five times the CFATS threshold of 10,000 pounds. In addition, according to Reuters, the plant last year reported to the Texas State Health Services Department that it possessed 270 tons of explosive ammonium nitrate ? more than 1,000 times the CFATS reporting threshold of 400 pounds.

?The fact that DHS was not regulating this plant calls into question the fundamentals of the program,? said Mississippi Representative Bennie Thompson, the top Democrat on the House Homeland Security Committee. Thompson indicated current law may need to be strengthened but has not discussed specifics.

Senator Frank Lautenberg (D-N.J.) suggested the April 17 disaster shows Congress needs to pass a pair of bills he introduced that would give the federal government the authority to require that high-risk facilities switch to safer technologies or materials when possible. Current law does not give DHS officials that power.

Whether Congress will act on those recommendations remains to be seen. Lautenberg has introduced his legislation repeatedly in recent years, but it has seen little action in the Senate Homeland Security and Environment committees. Any legislative bids by Thompson would most likely have to be approved by Republicans on the powerful House Energy and Commerce Committee, who have historically opposed tougher chemical security rules and who have delayed passing legislation to permanently authorize the CFATs program for years.

House Energy and Commerce Committee Republicans ?want to fully obtain the facts of the situation first,? according to spokeswoman Charlotte Baker.

A spokeswoman for the Senate Homeland Security Committee, to which one of Lautenburg?s two bills has been referred, declined to comment on the legislation but said Chairman Thomas Carper (D-Del.) ?will examine the impact of existing federal safety and security regulations on facilities like West Fertilizer and seek to identify whether additional steps should be taken to protect the public.?

The Senate panel will also ?examine why the West facility was not registered with the Chemical Facility Antiterrorism Standards program, as it appears it should have been,? spokeswoman Jennie Westbrook said.

Staff for the Senate Environment and Public Works Committee, to which Lautenberg?s other bill has been referred, declined to comment.

One House Democratic aide suggested it might be premature to determine that requiring upgrades to safer technology is the appropriate way to address whatever problems might have caused the explosion. The aide, who asked to remain anonymous due to not being authorized to discuss the matter publicly, said it might be best to first evaluate what could be done to ensure such facilities do not slip below the DHS radar in the future.

The CFATS program has already been the subject of controversy in recent years, since a leaked internal memo identified a litany of management problems and a failure by department personnel to complete reviews of facility security plans. Homeland Security officials have also yet to issue long-pending rules on screening chemical plant personnel for terrorist ties and on the handling of ammonium nitrate ? the substance believed to have exploded in Texas.

Last year, House Republicans used the issues identified in the internal memo to justify a proposed 40 percent funding cut to the program. On Tuesday, a spokeswoman said House Appropriations Homeland Security Subcommittee Chairman John Carter (R-Texas) is ?very concerned? about why the West plant did not enroll in the CFATS program.

?With that said, Chairman Carter is not going to make any further comment until more facts and information come out about the West explosion,? spokeswoman Sara Threadgill said.

A spokeswoman for Senate Appropriations Homeland Security Subcommittee Chairwoman Mary Landrieu (D-La.) declined to comment but said the issue would likely come up during a hearing on Tuesday afternoon.

Industry officials had strong words for those who have suggested the incident suggests a need for tougher chemical security laws.

?I?m appalled by some of these calls from members of Congress saying that ?if only our terrorism standards were stronger these industrial accidents could be prevented,?? said Bill Almond, vice president of government relations for the Society of Chemical Manufactures and Affiliates. ?That?s absurd and it?s an inaccurate picture of how federal regulations are designed for the chemical industry.?

Almond argued the CFATS program was merely intended to add an antiterrorism component to existing chemical safety rules administered by other agencies, meaning the West incident is not necessarily indicative of failures of the DHS program. State and local zoning regulations could also be to blame, he suggested.

?I think at this point Congress should do nothing and it should wait until the [U.S.] Chemical Safety Board has had a chance to investigate and find out exactly what went wrong,? Almond told Global Security Newswire.

Scott Jensen, spokesman for the American Chemistry Council, added that upgrading chemical plants to so-called inherently safer technologies ? as Lautenberg?s bills would mandate -- is often more complicated then it might seem. Such upgrades are not always as simple as swapping out one chemical for another, he said, adding that often there ?is good reason? why a particular substance is being used.

Like Almond, Jensen suggested Congress should wait until the Chemical Safety Board completes its ongoing investigation of the explosion before taking any action.

The Chemical Safety Board has already suggested, though, that mandates from state, local or federal regulators to switch to inherently safer technology could have prevented other recent accidents. Such a recommendation was delivered in a report the board released last week on a massive 2012 fire at a Chevron oil refinery in California.

Labor and environmental groups have argued that the Environmental Protection Agency has the authority to require such upgrades under the Clean Air Act, though it has never issued regulations utilizing that power. Agency rules mandate that facilities such as the West site submit risk management plans, ?but those regulations are primarily procedural, requiring facilities to prepare and file planning documents with federal authorities; they do not impose substantive requirements to prevent chemical hazards through the use of safer technologies,? a coalition of labor and environmental groups argued in a petition to the agency last year.

The so-called blue-green coalition, which includes the United Steelworkers, Sierra Club and others, has leveled similar criticism of the DHS program.

LUXEMBOURG, Apr 22, 2013 (BUSINESS WIRE) -- SES (nyse paris:SESG) (luxx:SESG), Inverto, Abilis and MaxLinear Inc. (NYSE: MXL) today announced that they have been jointly designing an essential component for cost-effective IP distribution of satellite television to the home - the first low-noise block down-converter (LNB) that will incorporate eight-channel satellite-to-IP bridging technology.

The IP-LNB is a prototype device that will deliver eight concurrent channels from any of the transponders of a satellite orbital position. These channels may be forwarded via IP unicast or multicast to fixed and portable devices. Satellite signals will be distributed via Ethernet, power-line communications (PLC) or a Wi-Fi local area network (LAN). The technology can be used for free-to-air (FTA) or pay TV applications.

"The IP-LNB will give satellite television providers and consumers new options for distributing unmatched quality satellite television to multiple TVs, computers and tablets over IP at the lowest cost," said Thomas Wrede, Vice President of SES Reception Systems. The LNB is a crucial element of a satellite system, receiving signals collected by the satellite dish, amplifying and converting them to intermediate frequencies to be carried to the set-top box (STB).

By locating the satellite reception and the IP bridging functions in the antenna the IP-LNB will enable satellite content distribution to the home over a single Ethernet cable. The IP-LNB may be powered over that same cable through Power over Ethernet (PoE) technology, greatly reducing the overall system cost and power consumption.

This new technology enables the satellite signal to be sampled digitally directly at the antenna, making the satellite spectrum data and other link-quality metrics accessible over the LAN. These advancements greatly simplify the dish installation and enable remote monitoring from the LAN.

Designing such a novel LNB requires significant advances in satellite chipset and real-time IP streaming software technology in order to meet the unique system requirements on the size, power consumption, long-term reliability and price point required for a commercially viable outdoor unit (ODU).

The new device will combine SES' SAT>IP protocol innovations, MaxLinear's Full-Spectrum Capture(TM) (FSC(TM)) DVB-S2 receiver IC, Abilis' TB101 Broadcast to Broadband Bridge(TM) (B(3)(TM)) SoC, and Inverto's software stacks and a new high-performance LNB product design. Together, these technologies have produced a compact, cost effective and low-power eight-channel IP-LNB.

Health impact assessments prove critical public health tool: Best way to gauge impact of gas drilling on communities

Apr. 22, 2013 ? As natural gas development expands nationwide, policymakers, communities and public health experts are increasingly turning to health impact assessments (HIA) as a means of predicting the effects of drilling on local communities, according to a new study from the Colorado School of Public Health.

The report, published this week in the American Journal of Public Health, highlights lessons learned when scientists from the school were hired to assess the possible health impacts of fracking in a small western Colorado town.

"Health impact assessments can be a useful public health tool to determine the possible health effects of natural gas development on the local level," said the study's lead author Roxana Zulauf Witter, MD, MPH, at the Colorado School of Public Health. "In fact, our study is now being looked at as a model nationwide."

In 2009, the Colorado School of Public Health was contracted by Garfield County to conduct a health impact assessment of 200 proposed natural gas wells in the community of Battlement Mesa.

The team found that the natural gas project could contribute to health effects such as headaches, upper respiratory illness, nausea and nosebleeds and a possible small increase in lifetime cancer risks as a result of air emissions.

The project would also increase safety risks and mental health effects due to traffic and community changes associated with the industrial activity.

According to the study, the HIA offers a roadmap for other communities and industry to follow in determining the health impacts of gas drilling. It also develops recommendations to reduce those impacts.

"We believe we accomplished the important objective of elevating public health into many levels of natural gas policy discussion," the study said. "The Battlement Mesa HIA provides substantial and valuable guidance for local decision makers to protect public health."

At the same time, the industry can use HIA findings to identify and eliminate health issues before they become problems.

"The whole goal is to provide recommendations to reduce impacts before you start," Witter said. "The assessment is a means to an end. It's a critical public health tool."

FAA furloughs start, so do airport delays

Commercial airline flights started backing up and delayed some travelers Monday, a day after air traffic controllers started going on furlough because of government spending cuts.

Information from the FAA and others showed that flying Sunday was largely uneventful, with most flights on time. There were delays in parts of Florida, but those were caused by thunderstorms.

Mark Duell at the flight tracking website FlightAware said that John F. Kennedy and LaGuardia airports in New York indicated delays due to lower staffing starting late Sunday evening. The FAA website said that flights from Philadelphia and Orlando, Fla., into John F. Kennedy, LaGuardia and Westchester County airports were delayed due to staffing issues.

The trade group Airlines for America, which represents the airlines and had predicted a big traffic snarl, said Sunday evening that it was "not seeing a significant impact at this point." A spokeswoman said the group would continue to monitor the situation, and urged flyers to stay in contact with their airlines.

Delays were also affecting travelers in Los Angeles. The FAA said late Sunday night that staffing cuts were causing delays averaging more than three hours for flights arriving at Los Angeles International Airport. The agency did not say how many flights were affected.

Airport spokesman Marshall Lowe said about 70 flights had delays of about an hour or more Sunday, but he could not say what role the staffing cuts played in the delays.

The FAA said that "relatively good weather" and light traffic, which is typical of Sundays, helped keep delays in check. The agency said it would be working with airlines "to minimize the delay impacts of lower staffing" as the busy summer travel season approaches.

Government budget cuts that kicked in last month are forcing the FAA and other agencies to cut their spending. FAA officials have said they have no choice but to furlough all 47,000 agency employees, including nearly 15,000 controllers. Each employee will lose one day of work every other week. The FAA has said that planes will have to take off and land less frequently, so as not to overload the remaining controllers on duty.

Airline trade groups and the country's biggest pilots union sued the FAA on Friday to try to stop the furloughs. They predicted that the furloughs would delay or cancel flights for as many as one out of every three airline passengers across the country. Airlines have also directed their customers to tell the FAA to find other ways to cut costs.

LONDON (AP) ? Tsegaye Kebede claimed a second London Marathon title on Sunday, cheered through the streets by thousands of spectators reassured by enhanced security at the first major race since the twin bombings at the Boston event.

A race that started with a tribute to the Boston victims with a moment of silence ended with a thrilling conclusion under clear blue skies.

With a black ribbon pinned to his chest, Kebede chased down Emmanuel Mutai in the closing stages, and overtook the tiring Kenyan to cross the line first in front of Buckingham Palace.

Kebede clocked 2 hours, 6 minutes and 4 seconds to emulate his 2010 triumph in London, while compatriot Ayele Abshero was third.

"I had a little pain in my side during the early part of the race, but as time went on it got better and better," Kebede said. "I could feel myself getting closer and closer to Mutai and that made me stronger. It was a great day to run the London Marathon and even better to win."

Mutai, who was 29 seconds behind Kebede, blamed hip and thigh problems for conceding the lead.

"(I) could not pick up the pace in the late stages," Mutai said. "Now having said that, I am not disappointed with my time or how I felt during the race."

Kebede's victory in the British capital came after he was denied a shot at glory here at the Olympics last year when he was overlooked by Ethiopian selectors.

The women's race saw Olympic silver medalist Priscah Jeptoo go one better in the annual London race.

The Kenyan cruised over the line in 2:20:15, the fastest time this year, ahead of compatriot Edna Kiplagat, while Yukiko Akaba of Japan was third.

"I knew this morning I was going to run well, but there was such a good field you were worried someone would do better," Jeptoo said. "It wasn't until around 25 miles that I got that confidence back and felt I would win."

It was a miserable day for Olympic champion Tiki Gelana, who finished 16th after seeing her hopes thwarted by a collision about a third of the way in.

The Ethiopian collided with Canadian wheelchair racer Josh Cassidy as she went to get a drink.

"Every year we come to overtake the women, there's 10 chairs going at 20 mph and the poor women are scrambling to find their feet," said Cassidy, who finished 20th. "I have a brand new $2,000 pair of wheels that are damaged, who's going to pay for them? Things have to change."

It was the one blot on a day marked by the defiance of athletes and spectators in the bright London sunshine at the end of a difficult week for the athletics community.

The specter of the bombings near the Boston Marathon finish line, which killed three people and injured more than 180, loomed in London.

"I was surprised so many people on the way cheering us and that shows there was no fear for those people," Jeptoo said.

And it was apt that Tatyana McFadden, who won her first wheelchair race in Boston just before the explosions, shrugged off security concerns in London to mark her 24th birthday with a second title this week.

"Today was about running freely and running for Boston," she said.

"There was never a doubt that I was not going to run, and I was going to run for the people back in Boston ? the people who lost loved ones or who are newly injured."

With around 35,000 runners, London organizers pledged to donate 2 pounds ($3) for every finisher to The One Fund Boston set up to raise money for the bomb victims.

Before the start of the marathon, event commentator Geoff Wightman urged athletes to "remember our friends and colleagues for whom a day of joy turned into a day of sadness."

Prince Harry mingled with the crowds and said he had never thought about canceling his visit following the bombings.

"It's fantastic, typically British," he said. "People are saying they haven't seen crowds like this for eight years around the route. It's remarkable to see."

Stocks edge down at the start of big earnings week

NEW YORK (AP) ? Stocks edged lower on Wall Street at the start of a big week for company earnings.

About a third of the companies in the S&P 500, including Exxon Mobil and Apple, are reporting earnings this week. Analysts currently expect earnings to rise by 2 percent in the first quarter, down from the 7.7 percent increase in the fourth quarter, according to S&P Capital IQ.

The Dow Jones industrial average fell 52 points, or 0.3 percent, to 14,495 as of 10:13 a.m. EDT. The Standard & Poor's 500 index dropped 4 points, or 0.3 percent, to 1,551.

Hasbro, the maker of Transformers and My Little Pony, rose $1.35 to $46.36 even after it said that its first-quarter loss widened after heavy restructuring charges and foreign exchange rates flattened its international sales. The company's performance was still better than Wall Street had been expecting.

Oil services company Halliburton also gained after its loss wasn't as bad as analysts had forecast. Halliburton rose $1.48 to $46.43 after it said that it lost $18 million in the first quarter, pulled down by $637 million in charges related to its role in the 2010 Gulf of Mexico oil spill.

Stocks are coming off a tough week.

Last week both the S&P 500 and the Dow lost 2.1 percent, the biggest weekly drops since last November.

News that economic growth had slowed in China set off a plunge in commodity prices last Monday, leading the stock market to its worst day of the year. Gold dropped below $1,400 an ounce for the first time in two years.

In other trading, the Nasdaq composite fell 3 points, or 0.1 percent, to 3,201.

In government bond trading, the yield on the 10-year Treasury note fell to 1.69 percent from 1.71 percent late Friday as traders shifted money into lower-risk assets.

Condition of Indian girl who was raped improves

NEW DELHI (AP) ? The condition of a 5-year-old girl who was allegedly kidnapped, raped and tortured by a man and then left alone in a locked room in India's capital for two days has improved, a doctor said Sunday, as protests continued over the authorities' handling of the case.

The girl was in critical condition when she was transferred Thursday from a local hospital to the largest government-run hospital in the country. But D.K. Sharma, medical superintendent of the state-run hospital in New Delhi where the girl was being treated, said Sunday that she was responding well to treatment and that her condition had stabilized.

Police say the girl went missing April 15 and was found two days later by neighbors who heard her crying in a locked room in the same New Delhi building where she lives with her family. The girl was alone when she was found, having been left for dead by the man following the brutal attack, police say.

A 24-year-old man was arrested Saturday in the eastern state of Bihar, about 1,000 kilometers (620 miles) from New Delhi, in connection with the incident. After being flown to New Delhi, he was in custody Sunday and was being questioned, police said.

The incident came four months after the fatal gang rape of a woman on a New Delhi bus sparked outrage across India about the treatment of women in the country.

For the second consecutive day, hundreds of people protested Sunday outside police headquarters in the capital, angry over allegations that police had ignored complaints by the girl's parents that she was missing.

About 100 supporters of the main opposition Bharatiya Janata Party protested outside the home of the chief of the ruling Congress Party, Sonia Gandhi, demanding that the government ensure the safety and security of women and girls in the city.

The protesters also demanded that the Delhi police chief be removed from office and that police officials accused of failing to act on the parents' complaint be dismissed.

"Police and other officials that fail to do their jobs and instead engage in abusive behavior should know that they will be punished," Meenakshi Ganguly, South Asia director of New York-based Human Rights Watch, said Sunday.

Police said they detained more than 50 protesters when they tried to break down barricades on the road leading to Gandhi's house. The protesters were released after a few hours.

Police also placed restrictions on the gathering of more than four people on the main avenue in the heart of New Delhi after university students said they planned to hold a demonstration there later Sunday. Despite the police order, about 100 students gathered at New Delhi's iconic India Gate monument and held a peaceful protest late Sunday.

Sexual crimes against women and children are reported every day in Indian newspapers, and women often complain about their sense of insecurity when they leave their homes.

Prime Minister Manmohan Singh called for changes in attitudes toward women in India, where there has been a fierce debate since December's fatal New Delhi gang rape about the routine mistreatment of females.

"The gruesome assault on the little girl a few days back reminds us once again of the need to work collectively to root out this sort of depravity from our society," Singh said Sunday at a meeting with civil servants.

A day earlier, Singh had urged Indian society "to look within and work to root out the evil of rape and other such crimes from our midst."

The fatal beating and gang rape of a young woman aboard a moving New Delhi bus sparked outrage and spurred the government to pass tough laws for crimes against women, including the death penalty for repeat offenders or for rape attacks that lead to the victim's death.

But activists say that merely passing strong laws is not enough, and that the government has to convey its intention to crack down on crimes against women to its officials and the police.

"Enacting strong laws are simply a first step, but it needs the government to focus urgently on implementation if it is serious about protecting children and other victims of sexual abuse," Human Rights Watch's Ganguly said.

G-20 officials decry lack of global growth

WASHINGTON (AP) ? World finance leaders say they are determined to attack a sluggish global economy in which growth is too weak and unemployment too high. Their problem is arriving at a consensus over the proper mix of policies.

Finance ministers and central bank presidents from the world's biggest economies issued a joint statement Friday that papered over stark differences between opposing views. The United States and other countries are pushing for less budget austerity and more government stimulus while Germany and others contend that attacking huge budget deficits should be job No. 1.

The discussions were scheduled to wrap up Saturday with meetings of the steering committees of the 188-nation International Monetary Fund and its sister lending agency, the World Bank.

The G-20 joint statement revealed no major new policy initiatives and sought to straddle the divide in the growth-and-austerity argument.

The United States is being represented at the talks by Treasury Secretary Jacob Lew and Federal Reserve Chairman Ben Bernanke.

"Strengthening global demand is imperative and must be at the top of our agenda," Lew said in remarks late Friday before the IMF policy-setting group. "Stronger demand in Europe is critical to global growth."

However, other nations, led by Germany, have resisted a move away from austerity programs, saying they are critical to getting government deficits under control.

German Finance Minister Wolfgang Schaeuble apologized to a Washington audience for being late for a speech after the G-20 discussions Friday, saying, "On reduction of indebtedness ... we have a little bit of differences of opinion all over the world, to be very frank, and that's the reason I am a little bit late."

Dutch Finance Minister Jeroen Dijsselbloem, the head of the Eurogroup, encompassing the 17 finance ministers whose countries use the euro currency, said that European nations needed to keep pushing to reduce huge budget deficits but "we can and will adjust" the speed that the deficit cuts are implemented to take into account economic conditions.

The G-20 joint statement singled out the recent aggressive credit-easing moves pushed by Japanese Prime Minister Shinzo Abe, saying they were intended to stop prolonged deflation and support domestic demand.

Those comments were viewed as giving a green light to Japan's program, which has driven the value of the yen down by more than 20 percent against the dollar since October. That sizable decline has raised concerns among U.S. manufacturing companies that Japan's real goal is not to fight deflation, a destabilizing period of falling prices, but to weaken the yen as a way to gain trade advantages.

To address those concerns, the G-20 did repeat language it used in February that all countries should not use their currency as a trade weapon and guard against policies that could trigger currency wars.

Japanese officials told reporters following the discussions that they were pleased by the support the G-20 had given them to pursue growth policies in an effort to lift the world's third-largest economy out of its two-decade slump.

Haruhiko Kuroda, head of the Bank of Japan, said, "There has been international understanding and acceptance of this, so we can have further confidence to appropriately conduct monetary policy."

The G-20 statement also said that there was an urgent need for the euro currency area to move toward a banking union and reduce the "financial fragmentation" that now exists.

The communique said that "more needs to be done to address the issues of international tax avoidance and evasion in particular through havens." The financial crisis that hit the Mediterranean island of Cyprus earlier this year revived concern over countries that serve as tax havens.

In Cyprus, banks held more than $162 billion in assets, or roughly seven times the country's total GDP. Much of that money came from wealthy Russian investors.

BANGUI, Central African Republic (AP) ? As fighters in fatigues lounge in the shade of the rebel camp in the capital of Central African Republic, a boy jumps up to greet visitors with a wide toothy grin. He says he is 14 and joined the rebels three months ago.

It is the wrong thing to say. A female commander in uniform warns him: "We'll kill you if you talk to them."

Her boss, armed with a Kalashnikov rifle, gets up from his plastic chair, stares at the boy who had been playing in the grass moments before and declares: "There are no children here."

Despite the rebel's denial, the United Nations children's agency warns that it has "clear evidence of the continuing recruitment and use of children by armed groups" in Central African Republic.

And an Associated Press reporter saw dozens of youths among the ranks of the Seleka fighters in the capital, Bangui, more than three weeks after the insurgents caused the president to flee the country.

They were riding in pickup trucks with other rebels and in some cases on foot patrol, always closely supervised by older, heavily armed fighters.

Child soldiers were even used in some of the heaviest fighting in the battle for Bangui. They directly engaged troops from South Africa in and around the capital from March 22-24, according to South African soldiers who survived the fighting that left 13 of their comrades dead.

"It was only after the firing had stopped that we saw we had killed kids. We did not come here for this . to kill kids," one paratrooper later told the Sunday Times newspaper in South Africa.

"It makes you sick. They were crying calling for help . calling for (their) moms."

South African Defense Minister Nosiviwe Mapisa-Nqakula said the soldiers from her country had no choice but to shoot back at the children who were firing at them.

"If our soldiers were attacked by children they were correct to defend themselves," she said, according to the South African Press Association. "If a child shoots at you, are you going to ... blow kisses?"

Those who recruit children under the age of 15 to serve in combat can be indicted on war crimes charges, and the International Criminal Court already has convicted one former Congolese warlord of conscripting young fighters.

Soldiers as young as 10 have been used by rebels not only as combatants but also as sex slaves, porters and cooks, according to the U.N.

"Recruiting children is both morally unacceptable and prohibited under international law," said Souleymane Diabate, UNICEF's country representative. "We have called on the new leadership in CAR to ensure that all children associated with armed groups should be released immediately and protected from further violations. "

Even before the latest rebellion launched in December, UNICEF said more than 2,000 children in Central African Republic were with the myriad of armed groups destabilizing the country's north.

The practice is ingrained here in one of the continent's poorest countries. The new Minister of Youth and Sports in Central African Republic comes from a rebel group that has been accused of conscripting child soldiers.

In a country where life expectancy for men is a mere 49 years and many children are put to work at an early age, the rebels in Central African Republic don't view 14 as too young to carry ? and shoot ? an AK-47 automatic assault rifle.

The government's new information minister, Christophe Gazam Betty, insisted that his government believes only about 40 child soldiers are still with the Seleka fighters.

"If there are combatants who are under the age of 18, there is a system in place through the United Nations," he said. "They will be separated and picked up by UNICEF."

UNICEF says the rebel groups who make up the alliance now in power have previously disarmed child soldiers, and the U.N. children's agency is now calling for that process to start immediately.

Some child soldiers can be returned to their families or to other relatives. Others will be placed in foster homes where possible, though some will be given training on living independently, said Shannon Struthers, UNICEF senior adviser for emergencies.

Many will need counseling and help after actively taking part in combat, Struthers said.

Obama to move without Congress on gun checks

WASHINGTON (AP) ? Blocked by Congress from expanding gun sale background checks, President Barack Obama is turning to actions within his own power to keep people from buying a gun who are prohibited for mental health reasons.

Federal law bans certain mentally ill people from purchasing firearms, but not all states are providing data to stop the prohibited sales to the FBI's background check system. A federal review last year found 17 states contributed fewer than 10 mental health records to the database, meaning many deemed by a judge to be a danger still could have access to guns.

The Obama administration was starting a process Friday aimed at removing barriers in health privacy laws that prevent some states from reporting information to the background check system. The action comes two days after the Senate rejected a measure that would have required buyers of firearms online and at gun shows to pass a background check. That's already required for shoppers at licensed gun dealers.

Stung by the defeat, Obama vowed to keep up the fight for the background check expansion but also to do what he could through executive action.

"Even without Congress, my administration will keep doing everything it can to protect more of our communities," Obama said from the Rose Garden shortly after the Senate voted. "We're going to address the barriers that prevent states from participating in the existing background check system."

Obama also mentioned giving law enforcement more information about lost and stolen guns and establishing emergency plans for schools. Those measures were among the 23 executive actions the president signed in January when he announced his broader push for tighter gun laws in response to a mass shooting of first-graders and staff at Newtown, Conn.'s Sandy Hook Elementary School.

The Health and Human Services Department on Friday was beginning to ask for public comment on how the Health Insurance Portability and Accountability Act, passed by Congress in 1996 and known as HIPAA, is preventing some states from reporting to the background check system and how to address the problem. Under HIPAA, health care providers such as hospitals may release limited information to police, but only in certain circumstances such as when a court is involved.

Since 1968, federal law has banned the sale of guns to those who have been deemed a danger to themselves or others, involuntarily committed or judged not guilty by reason of insanity or incompetent to stand trial. The background check system ? which is also used to prevent convicted felons from buying guns ? was established under the 1993 Brady Bill.

A few state agencies shared mental health records voluntarily for years, but the Virginia Tech massacre in 2007 spurred passage of legislation that required states to submit the records or eventually risk losing up to 5 percent of the federal funding they receive to fight crime.

Last year's review by the Government Accountability Office found that although the number of mental health records available to the background check system increased 800 percent since 2004, some states said they were not sharing mental health information because of concerns about restrictions under HIPAA privacy law. Obama is interested in a change that would specifically allow disclosure of mental health records for the system, and he wants to increase financial incentives for states to contribute the information.

In the Virginia Tech rampage, student Seung-Hui Cho shot 32 people to death and committed suicide. He was able to buy two guns even though he had been ruled a danger to himself during a court hearing in 2005 and was ordered to undergo outpatient mental health treatment.

Authorities have not described a possible motive or released details of any mental health condition that might explain why Sandy Hook shooter Adam Lanza killed 20 children and six adults before killing himself. The rifle he used was purchased by his mother, whom he also killed at home before heading to the school.

The background check system does not give retailers access to mental health records but simply tells them whether a buyer is approved, denied or needs additional investigation before a firearm may be purchased. The system doesn't tell the seller why a potential buyer was denied.

LulzSec hacker gets prison in Sony Pictures attack

LOS ANGELES (AP) ? A 25-year-old hacker with the group known as LulzSec was sentenced Thursday to a year in prison and ordered to pay $605,663 in restitution for an attack on Sony Pictures computers that began in late May 2011.

Cody Andrew Kretsinger, who went by the online nickname "recursion," was also sentenced to a year of home detention and 1,000 hours of community service.

The U.S. Attorney's Office in Los Angeles said Kretsinger pleaded guilty last April to the attack, in which hackers breached the Sony Pictures website, stole personal data including the names, addresses, phone numbers and email addresses of tens of thousands of Sony customers and distributed it over the Internet.

Raynaldo Rivera, a 20-year-old who also pleaded guilty to the attack in October, is to be sentenced May 16.

The past is past. On Friday, Kim Kardashian and Kris Humphries officially reached a divorce settlement. An agreement, signed by both parties, was handed in to the L.A. court, E! News confirms.

Kim was escorted in through the private hallways of the court, and according to an eyewitness seemed "in a good mood."

Prior to granting the divorce, Judge Hank Goldberg asked Kim, "Is there any way your marriage could be saved?"

"No your Honor," she responded. The mom-to-be also confirmed to the court she had entered into this agreement freely.

Judge Goldberg then granted the divorce, but an official judgment has yet to be entered into the court. End of marriage date will be when judgment is entered into court and judge signs off on it; this is expected to be June 19.

Feds seek clues in deadly Boston blasts

BOSTON (AP) ? The bombs that blew up seconds apart at the finish line of one of the world's most storied races left the streets spattered with blood and glass, three dead, including an 8-year-old boy, more than 140 wounded and gaping questions of who chose to attack at the Boston Marathon and why.

Federal investigators said no one had claimed responsibility for the bombings one of the city's most famous civic holidays, Patriots Day. But the blasts among the throngs of spectators raised fears of a terrorist attack.

President Barack Obama was careful not to use the words "terror" or "terrorism" as he spoke at the White House Monday after the deadly bombings, but an administration official said the bombings were being treated as an act of terrorism.

"We will find out who did this. We'll find out why they did this," the president said. "Any responsible individuals, any responsible groups, will feel the full weight of justice."

The bombs blew up seconds apart Monday at the finish line of one of the world's most storied races, killing at least three people, including an 8-year-old boy, and wounding more than 140 more.

The FBI took charge of the investigation into the bombings, serving a warrant late Monday on a home in suburban Boston and appealing for any video, audio and still images taken by marathon spectators.

A European security official said Tuesday initial evidence indicates that the attacks were not the work of suicide bombers.

"So far, investigators believe it was not the work of suicide bombers, but it is still too early to rule it out completely," said the official, who spoke from the United States on condition of anonymity because he was not authorized to speak about the U.S. investigation.

The Pakistani Taliban, which has threatened attacks in the United States because of its support for the Pakistani government, on Tuesday denied any role in the marathon bombings.

The fiery explosions took place about 10 seconds and about 100 yards apart, knocking spectators and at least one runner off their feet, shattering windows and sending dense plumes of smoke rising over the street and through the fluttering national flags lining the route.

Blood stained the pavement, and huge shards were missing from window panes as high as three stories. Victims suffered broken bones, shrapnel wounds and ruptured eardrums.

Roupen Bastajian, a state trooper from Smithfield, R.I., had just finished the race when he heard the explosions.

"I started running toward the blast. And there were people all over the floor," he said. "We started grabbing tourniquets and started tying legs. A lot of people amputated. ... At least 25 to 30 people have at least one leg missing, or an ankle missing, or two legs missing."

At Massachusetts General Hospital, Alasdair Conn, chief of emergency services, said: "This is something I've never seen in my 25 years here ... this amount of carnage in the civilian population. This is what we expect from war."

As many as two unexploded bombs were found near the end of the 26.2-mile course as part of what appeared to be a well-coordinated attack, but they were safely disarmed, according to a senior U.S. intelligence official, who also spoke on condition of anonymity because of the continuing investigation.

WBZ-TV reported late Monday that law enforcement officers were searching an apartment in the Boston suburb of Revere. Massachusetts State Police confirmed that a search warrant related to the investigation into the explosions was served Monday night in Revere, but provided no further details.

Some investigators were seen leaving the Revere house early Tuesday carrying brown paper bags, plastic trash bags and a duffel bag.

Police said three people were killed. An 8-year-old boy was among the dead, according to a person who talked to a friend of the family and spoke on condition of anonymity. The person said the boy's mother and sister were also injured as they waited for his father to finish the race.

Hospitals reported at least 144 people injured, at least 17 of them critically. At least eight children were being treated at hospitals.

Tim Davey of Richmond, Va., was with his wife, Lisa, and children near a medical tent that had been set up to care for fatigued runners when the injured began arriving. "They just started bringing people in with no limbs," he said.

"Most everybody was conscious," Lisa Davey said. "They were very dazed."

The Boston Marathon is one of the world's oldest and most prestigious races and about 23,000 runners participated. The race honored the victims of the Newtown, Conn., shooting with a special mile marker in Monday's race.

Boston Athletic Association president Joanne Flaminio previously said there was "special significance" to the fact that the race is 26.2 miles long and 26 people died at Sandy Hook Elementary School.

One of the city's biggest annual events, the race winds up near Copley Square, not far from the landmark Prudential Center and the Boston Public Library. It is held on Patriots Day, which commemorates the first battles of the American Revolution, at Concord and Lexington in 1775.

Boston Police Commissioner Edward Davis asked people to stay indoors or go back to their hotel rooms and avoid crowds as bomb squads methodically checked parcels and bags left along the race route. He said investigators didn't know whether the bombs were hidden in mailboxes or trash cans.

He said authorities had received "no specific intelligence that anything was going to happen" at the race.

The Federal Aviation Administration barred low-flying aircraft within 3.5 miles of the site.

"We still don't know who did this or why," Obama said at the White House, adding, "Make no mistake: We will get to the bottom of this."

With scant official information to guide them, members of Congress said there was little or no doubt it was an act of terrorism.

"We just don't know whether it's foreign or domestic," said Rep. Michael McCaul, R-Texas, chairman of the House Committee on Homeland Security.

A few miles away from the finish line and around the same time, a fire broke out at the John F. Kennedy Library. The police commissioner said that it may have been caused by an incendiary device but that it was not clear whether it was related to the bombings.

The first explosion occurred on the north side of Boylston Street, just before the finish line, and some people initially thought it was a celebratory cannon blast.

When the second bomb went off, spectators' cheers turned to screams. As sirens blared, emergency workers and National Guardsmen who had been assigned to the race for crowd control began climbing over and tearing down temporary fences to get to the blast site.

The bombings occurred about four hours into the race and two hours after the men's winner crossed the finish line. By that point, more than 17,000 of the athletes had finished the marathon, but thousands more were still running.

The attack may have been timed for maximum carnage: The four-hour mark is typically a crowded time near the finish line because of the slow-but-steady recreational runners completing the race and because of all the friends and relatives clustered around to cheer them on.

Runners in the medical tent for treatment of dehydration or other race-related ills were pushed out to make room for victims of the bombing.

A woman who was a few feet from the second bomb, Brighid Wall, 35, of Duxbury, said that when it exploded, runners and spectators froze, unsure of what to do. Her husband threw their children to the ground, lay on top of them and another man lay on top of them and said, "Don't get up, don't get up."

After a minute or so without another explosion, Wall said, she and her family headed to a Starbucks and out the back door through an alley. Around them, the windows of the bars and restaurants were blown out.

She said she saw six to eight people bleeding profusely, including one man who was kneeling, dazed, with blood trickling down his head. Another person was on the ground covered in blood and not moving.

"My ears are zinging. Their ears are zinging," Wall said. "It was so forceful. It knocked us to the ground."
